How long in advance before evaluation meetings with employees, are their salary increases finalized?

Since each employee is called into HR’s office approximately within the last two weeks of the year, when were their increases decided?

    Depends on the company. Not every company does the same exact thing.

    There is no set answer to this.

    The purpose of a performance evaluation is to discuss the employee's performance.    There are many companies where periodic performance evaluations are not linked to compensation negotiation at all.   Those are two separate things.

    It just depends on the specific company and how they prefer to do things.  There's no set method that everyone uses.  Some companies may know months in advance, some may not decide until after the evaluation.
