Are there any sites where writers can offer up their novel manuscripts for sale to authors who may want to buy ghostwritten work?

    No. Next question, please.

To elaborate a bit, anyone who wants to publish a novel but doesn't have the time or self-discipline or skill to do it will find a ghostwriter and commission them to write an original one. Ghostwriters charge tens of thousands dollars for one manuscript, which might take months to write. Why would they write one without having a buyer lined up?

This makes no sense. Why would any writer/author buy someone else's work just to pass it off as their own? This is not how ghostwriting even works in the first place.

There's an alley behind my house that is frequented by some, um, interesting characters. I recommend you put on your trench coat and loiter there.

You should explore this yourself as a business opportunity
