If you cut a tree branch half it's length, will it grow back?

"Back" as in sprouting a new branch from the cut end, no.

A twig near the end may take over and grow into the space the old one occupied, assuming there's sufficient light for it to be worth the tree's time.

If the branch is still live and there are side branches coming off the remaining part then probably.

It might, if still connected to the tree

    No is the short answer.

Sort of.  Ancillary branches will start to sprout on the uncut portion and replace the branch over time.

If it had the power to magically come back to life then yes!
