Why is it not illegal to walk in the park?  Well,  it is at certain times of day, in the same way lying is illegal in certain situations, but not others.  Some laws are absolute, but most aren't.  For example many think killing another human is absolutely illegal, but in war it is acceptable.  I hope this helps.

It is not illegal to lie. It only becomes a legal matter when it is done to interfere with an official investigation or with intent to defraud.

It is illegal to lie to Congress and to law enforcement.  Can you point to exemptions in the law?

There are different standards. Criminal courts have the highest standard. Speaking to the public has the lowest standard. It would be like the difference between talking to someone you know on the street, and testifying in court.

Testifying before congress members make statements and claims that are lies. Law enforcement tells lies and take actions which are illegal for the public, dealing drugs and selling guns are but two examples.  Why should it be legal for anyone to take actions which are illegal for citizens?

It is illegal for any member of them. They are not above the law. They must obey the rule of law.
