Do you see Lenny from film memento as morally responsible for his actions? Why or why not ?

Yes, because he refused to accept the truth (and what he did) and made up lies knowing he will forget the truth in a few minutes, this is done while he is fully aware of everything and a good and moral person would not do such a thing, this caused another innocent death and this one is not an accident.
What his buddy should have done, is ended his miserable life, just like in "Of Mice and Men", at a certain point when a human can't control their body, the right thing to do is to kill them, because as both stories show if you don't, these people will end up harming and killing others around them, either way they must be put down, so why wait until they do more harm.
