Mexico City, and unlike Jackonville, Jaguars (the big cat variety)are a huge part of Aztec/Mexican cultural identity.

No team will move there anytime soon. With the air pollution and crime no players would ever want to play there. 

Besides, how would a team there ever make money? Hardly anyone could afford to go to the games if it cost 1/10th of what they do in the US.

Chargers probably would move to Mexico if any team had too, they probably have more fans there than they do wherever it is they play right now (it's hard to keep track)
