If you ask a person “are you asian” does that mean they think you could be asian but they are not 100% sure?

Sometimes, but often they are hoping you will offer more specific detail.
Asia is a pretty big place that includes 48 countries from Turkey to Nepal to Thailand to India to Bahrain to Malaysia to China.
Being "Asian" really doesn't reveal a whole lot about one's ethnic or cultural heritage which is why being asked if one is Asian seems slightly less rude/nosy than asking if one is Japanese or Armenian.

Im pretty sure if they ask your asian then they assume your asian but they are trying not to be rude
