They still are - so I don't know what you are smoking. They are getting smarter by replacing PARTS of the car known to rust quickly with plastic paneling(such as the rocker panel) that is the panel under the doors. Bumpers too, rust out. So using plastic makes sense for nobody pushes cars around with their car, they either tow it with a rope or call a tow truck. Plastic is painted just like steel.
Rubber baby bumper buggy. Same difference except it is an expensive Bumper car to bump with. So people don't do that as the car is meant to crumple up. Get a CYBERFUCK. or an Elektrahaul.

Before the EPA invented the C.A.F.E. (Corporate average fuel economy) standards, which, could only be met by designing and building smaller, lighter cars. Lighter meant less metal and more plastic.
Cars in the future may even have plastic framework and suspension pieces.
