Do you give money to the dregs claiming to be homeless panhandling on the street corners?

In my area, they hang out at traffic lights or Home Depot and Shop Rite.

    In MY area they're more likely to attack you then ask for money so I tend to try to steer clear of them.

    On occasion, yes.  I walked one young man into a coffee shop and paid for his lunch.

    A lot of these people have homes and cars and live a middle-class life. They just don't want to work. So, no. There was a lady here in LA who drove to her "work" in a Cadillac.

    No, in my area there are "missions" that provide food and frequently, a place to sleep. The money from pan handling is used for booze, ciggaretts, and booze or drugs. I am, however, not rude about declining their requests.
