Unless it turns into a boat or a plane I don't think so ....Cebu City is in Cebu and Manila is in Luzon ...2 different islands...you can fly Cebu Pacific quite cheap about 1 hour.

There should be. You'll be island hopping - ride a bus, take the ferry, ride another bus (or stay on the same bus) and on to the next port for the next ferry. See 2Go and Roro Bus. Here are some sites below. That last one, I can't decipher but it says it's possible.
