The big black public refuse bins in the street. Are they only for locals or can anyone use them?

    They are for anyone to use for trash generated in the course of everyday activities carried out in public that generate trash. They are not for dumping trash from a home or business.

    The public dumpsters that are put on street corners. When there is no garbage collection to an area is for use of residential household garbage . Any person can throw residential household garbage into those dumpsters. That doesn't mean commercial garbage. you're in the business of cleaning up construction sites or cleaning up houses for money and you have a pickup truck full of garbage that's not what it's for if you get caught doing it you get a $500 fine

    Usually no. The city I live in put large dumpsters in neighborhoods once or twice a year for a few days. That is an exception and presumably (?) not applicable to the bins you are talking about.

    nobody can use the BBC because it scares people
