Is there a sizeable cuban or puerto Rican population in L A ?

You'd think there would be ones who are bored of New York or Miami who migrate out there, because there's a lot of Spanish speakers and a lot of hopes in the entertainment industry

Turns out Miami and NYC also have thriving facets of the entertainment industry and plenty of Cubans and Puerto Ricans who've become successful in those places. There are about 50K Cubans in L.A. and around 20K Puerto Ricans. But surely you realize that Mexicans and Mexican-Americans don't always get along with Cubans and Puerto Ricans and this may be why L.A.'s kind of Spanish speaker isn't the type they feel comfortable with.

There are a quite a few actors and actresses of Cuban or Puerto Rican descent. Otherwise, I don't know why you'd expect them to migrate west. They don't feel they have that much in common with the Mexicans in L.A. just because they all speak Spanish.

Cuba & Puerto Rico are faraway from Los Angeles. They are closer to Miami & NYC where you will find a sizeable population. They just tend to mix in with the Mexicans here close to the border (3 hours +) or other latinos here since the late 17th century (californios).
