Scout had an innate sense of fairness and would understand why it's unfair to pit poor Americans against the hemisphere's poorest but her father was also a lawyer who worked for his position so she'd likewise understand that being given things for free isn't the way the world works. But she was also intelligent she would grasp that a wall won't stop anyone as long as the two-faced US actively imports slave labor with one hand while pretending to stop it with the other.
