If the bad cops beat more black people with their nightsticks and fewer whites would they become better cops?

I'm not aware that "beating people with nightsticks" is a big problem.

I would assume that "beating people" involves both races.

Police don't carry nightsticks anymore.  They carry a PR-24 and usually an ASP, in addition to a taser, pepper spray, handcuffs, radio, and a cell phone...oh, and a gun too if they have the room for it.  Nobody gets beat without some reason, although not always a good reason.
