Is it illegal, inappropriate or neither to drink alcohol in public?
Public places like the park, library, beach, mall, or government buildings.

It depends what country you are in. It is perfectly acceptable in Europe, but illegal in North America.

It's illegal to drink in public carrying an open container almost everywhere in the U.S.

it depends where you are. you can't walk around with a drink in any govt. buildings,malls
libraries or parks. you can't be drunk anywhere in public. it's illegal

It depends where and when. In some public places, it's legal. In some public places, it's not. In some public places, it's appropriate. In some public places, it's not. In some public places it's legal and/or appropriate at certain times or on certain dates but illegal and/or inappropriate at other certain times or other certain dates.
Example: In New Orleans, the Tuesday before Ash Wednesday, you can drink in the streets anywhere and everywhere to your hearts content, carrying around big containers of beer or whatever kind of booze you like. Cops are standing around to keep the peace, but none of them will say "boo" even if at 11:59pm you down a beer bong six inches from their face. The second the clock strikes midnight and it becomes Ash Wednesday, though, the cuffs come out, so you do that same thing two minutes later at 12:01am, you're going to spend the next several days on New Orleans' jail barge in middle of the Mississippi.
