Why not make Ms. Yovanovitch the ambassador to Japan?

right now there is no ambassador to Japan, it's open.  Why not send this qualified person to Japan and make her ambassador?

    According to her testimony, she has already accepted a fellowship at Georgetown. 

    She is still employed by the State Dept.
