In the last 20 years, yes. But this team is not the Cleveland Browns from the 40s, 50s, and 60's who had great teams. That team moved to Baltimore and became the Ravens. The NFL stepped in and created a new Browns franchise. The two are related only by name. This current team is an unwanted bastard child.

They have been before, but this season it's the 0-9 Bengals.

They've certainly been one of the worst since the current version was added to the league after the original Browns moved to Baltimore.

They don't call them the Factory of Sadness for nothing.  On a consistent basis they've been the worst team in the NFL.  They'll tease you with what looks like improvement, only to fall right back into their losing ways.  It's hard to believe that this is the same franchise that dominated the AAFC and then the NFL what seems like a million years ago.

It's hard to believe because it's not the same franchise. That franchise now resides in Baltimore.
