The problem is that reputable doctoral programs in engineering involve the tuition being paid via your research assistantship. And people don't want to hire a 70-year-old, because they think you're untrainable, or not willing to take direction.
Never mind. Just find the doctoral programs you are interested in and make inquiries. Don't submit actual applications (that you have to PAY for) until/unless you get some encouragement. You will definitely find some institutions that are perfectly willing to accept you, if you're willing to pay your own tuition.

Look online for a university which offers a PhD degree in the specific area you wish to study and apply for admission to that study program. You may want to go somewhere like Tennessee which offers tuition free programs for senior citizens. Find out what the requirements are like, 1 year citizenship of the state and/or other requirements.
