Which country has the best higher education system and why?

My friend wants to go to higher studies in the best education systems country.

    Check ratings of the world's best universities; compare at least 2 different rating organizations, preferably 3. Each independent rating organization weights factors slightly differently. You can also compare universities by major field of study. You will find no one country has a lock on the top 10 or top 100 universities. 

    Which university is best for you depends largely on your choice of major field of study. E.g. Yale University is ranked among the best universities in the world overall, but do not go there if you want a degree in engineering, as Yale ranks badly in that particular field. Every school has its strengths & weaknesses. 

    Also note differences in educational philosophy. E.g. UK goes in depth in a very narrow range of courses related to the major. US values broader education & requires general education or distribution courses outside the major. 

    Which languages is your friend fluent in at a high academic-technical level of proficiency? That determines which country's schools he might consider.

    The UK. Children start school at the age of 4 and is not allowed to finish untill the age of 18. Also the UK has the best unis
