No . Files have to be digital to be scanned .

Are you asking if the blanket can be personalized without a photo?  If so, then yes, you'd just have a personalized blanket with text.

If you want printed images on the blanket, then you'd have to get them scanned which can usually be done at the same place that sells the blankets.  Or at at any camera store.

Sounds like what you really want is an embroidered blanket that wouldn't require any photos.

No. The equipment that produces this type of product MUST work from a digital file. It could START as a physical print, but it would have to be scanned into a digital format before the blanket could be made. If you have such a print, just get it scanned and then you will have a digital copy of it you could use for any of the places that produce such products as the blanket.
