i drink approx at least 3 litres of water a day. I generally do a lot of physical activity and I have a big neck

Could be diabetes.  This means your pancreas cannot secrete enough insulin to deal with your sugar levels.  This is worse if you are a fattyarebuckle.

maybe you should go to the er, going to the bathrm all the time could be a sign of diabetes

  Stupid answer. Emergency room visits are only for life threatening illnesses and not an overactive bladder.

The dry lips may be caused by dehydration from using the bathroom so much. Focus on the fact that you're using the bathroom so much and the dry lips will probably fix themselves. Drink a lot of water in the meantime.
