can you hide a camera in your car to catch a neighbor that shares a garage at a condo residence doing things to your car. Is this legal? ?

The neighbor is a renter and I am a condo owner.

    Yes, as long as your neighbor is in in public view, he has no legal expectation of privacy.

    Yes, you can do that. Be aware, however, that it is illegal in some US states (e.g., Massachusetts) to record someone's voice without their permission.

    Your problem is that the camera needs to be outside, not inside, your car to detect someone damaging the exterior.  Another issue is that using it without the engine running will drain the car battery.  As garage is shared, you need to ask your HOA for permission to install a security camera that is not inside your car itself.  You will need both power and wifi internet.  Don't say anything about neighbour, just say you are worried about your car being stolen or something.

    Once you have permission, put a very obvious fish eye camera up somewhere high.  Don't try to hide it.  A deterrent is always better than trying to prove a crime.  Panasonic has some really good ceiling mounted ones but make sure the power supply is continuous (not on the lighting circuit) and out of reach.  You  may need an electrician to wire the circuit for you.  Setting up the camera is trivial.

    1st check with HOA rules. cars parked on the street can have cameras.

    is the garage a limited common element? or do own it (its included in your deed)

    at minimum you need to have video only...it most places it would be illegal to record audio.

    you have to determine if there is an expectation of privacy.

    NOTE: a garage is NOT outside...
