Do you mean "The Spy Who Came in From the Cold"?  It's based on the John LeCarre novel of the same name and is about a British spy who is sent to East Berlin to act as a double agent by pretending to be a defector.

The novel was written by John LeCarre, who had worked as a spy in the 1950s and early 60s and then became a highly regarded spy fiction author.  LeCarre offered a very different take on the spy genre from that of James Bond author Ian Fleming, who was probably the most popular spy author at the time.  The Bond series was a heroic and swashbuckling depiction of British espionage which had glamours, sexy, and tough spies traveling to exotic locations, associating with colorful criminals and sexy femme fatales, and getting into amazing action scenes.  LeCarre's novels contained a much less glamorous depiction of the spy community.  The members usually weren't dashing superhumans but flawed bureaucrats.  The stories they engaged in had few femme fatales, exotic locations, or supervillains, and were marked by a much more ambivalent take on the utility and morality of espionage.

Richard Burton was exceptional in this film. A shame he never won an Oscar for any of his roles.
