    O has an oxidation number of -2 and the total molecule has to equal zero if it is not charged. If it is charged the molecule has to equal the charge.

    a)

    Cl2O: 

    2*Cl -2 = 0

    2*Cl = 2

    Cl = 1

    that's not the one

    b)

    Cl2O3:2*Cl -3*2 = 0

    2*Cl -6 = 0

    2*Cl = 6

    Cl = 3

    looks right

    c)

    ClO2:

    2*Cl -2*2 = 0

    2*Cl -4 = 0

    2*Cl = 4

    Cl = 2

    also not 3, so b) is the best answer.
