    General arc of philosophic awareness:  epistemology and ontology are the two main primary focuses:  5-sense data and sense of self.   Depending on interplay of these two factors, various systems are axiomized (self-evident truths) and developed.

    The third component of philosophy is somewhat a second-degree framing:  ethics.  This is 5-sense data and personal being realizing consequences beyond 5-sense and awareness of self, i.e. from epistemological science and ontological psychology, to sociology, which may be foci such as deontic and Other.

    In Islam, the believer is cautioned to protect themselves and their family from the temptations of wrong-pathness, which components are 5-sense data ("stones") and personalism which is not of God, Good ("people"); Quran, 66:6.

    Thus the use of ethics is primary in Islam, with 5-sense epistemology being developed by prayer (among children; later, fasting and reading the Scripture), and ontology being developed as exemplified by the Law and the Prophets (e.g. Mohammad (pbuh), the Quranic version of the Messiah Yeshua, Miriam (Mary), Abraham, and the like, as well as further Islamic Saints' examples.

    Insofar as a child attains the age of reason (similar to Judaism's bar and bat mitzvahs, Hinduism's puberty-based ceremony for girls, etc.), if a child has been taught to hate a certain group or class of people (similar to "red diaper babies" who are indoctrinated in radical class hatred, etc.), then it is not beyond Western expectations of moral accountability that Islamic post-pubescent children are held morally accountable for their actions.  Thus, if murdering Jews were taught to be immoral in madrasas, then a prepubescent Muslim child would not be held as fully morally accountable either in Western law, or in Islamic law, for such an act.  If murdering Jews were taught in madrasas to be a moral good (thus not "murder," but justified war or jihad "killing"),

    then Western law would not hold prepubescent child jihadis as morally guilty as older individuals--based on considerations such as doli incapax (which standard is age-fungible), while Shariah law does not consider such acts to be prosecutable.

    Well you skipped a step in the chain - there's personal choice and judgment (not applicable to a child), then there's parental influence (where the majority of responsibility for a child/adolescent's behavior lies), then there's the adult's ownership of their behavior, however burdened they are from their previous training. The adult is now answerable to the rules of society, but society is not a parental figure and has no parental-type responsibility for the adult, most especially his or her behavior, unless it is a fanatical or dictatorial society which imposes values and behavioral requirement on its citizens or congregants. And even then, do we easily forgive the nazi soldiers who were following orders? In any event, an adult's behavior becomes their responsibility, however they came to have the values that they came to have.

    People are responsible for their own actions, but society is responsible for the way people grow, how they come to think about things and form ideas. However, because we also the ability to challenge what we've been taught what you do is ultimately your own responsibility.
