Do people drown because they are panicking and not breathing?

That's part of the reason.  The "gag reflex" kicks in, and the throat "closes".

So gag reflex kicks in when you're panicking. so the trick is to not panicking when you're in the ocean.

People drown because they panic and while they're panicking they get a mouth or a long full of water and they panic more and they end up going under the water. If you're wearing clothes that are going to wait you down need to rip it off of your body. You need to get your shoes off. And it's almost impossible to drown if you take a big lung full of air and laid back and put your head down you'll float. You can alternate until you get any article off of your body that's waiting you down. The important thing is to not panic and get a huge lung full of air and get yourself into the back float position. Keep your lungs full of air and your head back as far as you can and you'll float

What if you're already under the water and out of air? how do you get back up?

They drown because they ARE breathing. Instead of inhaling air, they inhale water. Hence the lungs fill up.

    Drowning is accidental.
