How long to cook rack of lamb in the steamer?

PLEASE do not steam it!
Monumental waste of a rack of lamb.
Season it, sear it and finish in the oven.
Or if you want cut into chops (do double chops) then broil or pan fry them

You don't. It would be a huge waste to steam a lovely and expensive cut of meat like that, and it would taste like nothing. Seal it quickly on all sides in a frying pan, spread a little mild mustard on the fat side, cover the mustard with a mix of breadcrumbs and chopped rosemary, and whip it into a hot oven for about 20 minutes, or maybe more, depending on the size of the rack.

I'd probably 'roast' it in the oven, otherwise you would have to 'steam' it and then finish it off [for flavor & color] in the oven.
