    About 380,000 years after space expanded to be larger than the "Planck Scale" (Planck epoch), which was about 13.8 billion years ago.

    apparently within some few to many seconds after the formation of the universe (depending on whether you consider a naked proton as an atom or not, or if you require the stable formation of proton-electron "units" before you call it an atom), so in effect, since the very beginning.  When was that?  Well, it appears to have been about 14 billion years ago.

    3.4 billion years ago after the Planck epoch..give or take 8 million years either way. I am not going to look up the margin of error to double check it. You can do that.. I may be wrong or outdated on the margin of error.

    Per the following link, it's estimated that atoms appeared between 3 minutes and 20 minutes after the big bang occurred.

      per the info in your link it was  240,000 to 300,000 years after
