In Windows 10, hold down the Shift key then choose Power and Restart from the Windows sign-in screen. On the next screen you see pick Troubleshoot, Advanced Options, Startup Settings and Restart, and you should then see the Safe Mode option appear: try running through the update process again if you can.

Get the Windows 10 May 2019 Update

    1. If you want to install the update now, select Start > Settings > Update & Security > Windows Update, and then select Check for updates. ...

    2. If version 1903 isn't offered automatically through Check for updates, you can get it manually through the Update Assistant.

If you are trying to update to Windows 10, there could be several reasons. For example, If you don't have enough memory on your memory drive, you wont be able to install Windows 10. Its usually better to install Windows 10 on a newer computer, as it will usually have higher performance. For example, a computer manufactured in 2010 is more likely to be able to install Windows 10 than a computer from 2006.

Given that Win10 goes "screaming howler monkey" on you if you try to delay updates, that's a good question.  If you don't have a "pause update" scheduled, it should at least try to make the update.  Click start, then the "gear" icon to the left of the start list, then the Updates icon.  On the screen that comes up, you have the option to defer updates for a certain amount of time.  If there is nothing on that screen to indicate why you wouldn't be updating, then try doing the update.  Hint:  Windows keeps log files out the wazoo, so if you got into the Control Panel, you could find "Administrative Tools" and from there get to the Event Viewer, which would let you see the event logs.  If you knew the time at which an update failed, you could see if you could find a reason for it.

Some anti virus software will prevent updating,,turn that off and should work.

Yes friend there's something going on I'm not quite sure what it is but here is the cure for it go into control panel look under administration find where it says services disable the Windows update service. Now click on this PC right click on your c drive run disk clean and the system clean and delete all old copies of windows. Run Malwarebytes to make sure the computer has no malware on it then run the defragmenter. Next download the Windows 10 media installation tool and let it do the upgrade with the tool. After it is finished doing the upgrade you can run the disc cleaner again and delete the old copy of Windows 10 and you'll be back to running normally.

Other programs running in the background.

Do you have a third party anti virus program installed??  Like Norton.

That is most likely the cause.  Un-install any third party anti virus programs.
