can I use the tv audio out with surround sound?

The simple answer is yes..
What is going to produce the "best" sound is another question depending on a lot of factors and variables...Most people will have to customize sound quality for their particular situation; equipment; speakers, room and preference.

If the output you are suggesting from the television IS at least a four discrete channel output, delivering four discrete, and therefore surround, output signal paths, then yes. Otherwise no. However, your amplifier or preamplifier solution might include the ability to synthesize a surround, or rear presence output. check your manuals. If you mean to be asking if most surround amplifiers will also reproduce a stereo or monaural signal correctly, then yes, most will.
