UK or Canada for an international university student from Europe? Which would be better? ?

I would rather ask you to study in Europe itself, since the European university education system is mostly based on public funding, that is why European universities can provide excellent quality for very low or even no tuition fees at all!
Europe offers a huge number of internationally acclaimed Master's programes that you can apply to. Students in Europe enjoy great living standards, cities full of culture, and an intense social life.EU citizens are automatically entitled to study in other EU member states: they should not be paying higher tuition fees and they should be able to receive a residence permit (in order to obtain financial support as any other national student). Usually, the same works for EEA and Swiss students too, although some conditions regarding public student loans and residence permits might differ for them.

Define "better." What does that mean to you? As for university rankings, there are numerous organizations which rank universities, by country or internationally, for overall quality, and rank by major field of study.
Costs: Canada - expect to need a minimum of CAD40,000/year. UK - expect to need a minimum of GBP30,000/year, more in London. If you are coming from a different climate, you will need a complete wardrobe suited to climate & culture, and that will be a big expense. Also add your transportation costs between home, school & back home. To get a student visa, if a school accepts you, you must prove you have sufficient funds for all school + living expenses + return transportation to your country of citizenship, without working, and prove you are returning home to your own country.

Better in what way? The UK would have the advantage of being closer to home which would make travel between home and school cheaper and probably faster. Aside from that, there are too many variables for anyone else to decide for you.
