The Special Olympics is for individuals with intellectual disabilities, whereas the Paralympics is generally for athletes with any disability, including physical, and only at an elite level.

Special Olympics are for athletes with developmental/mental disabilities. Paralympics are for athletes with physical disabilities. Paralympics are recognised by the the IOC; bids for hosting Winter/Summer Olympics include Paralympics. Special Olympics have no relationship with the IOC and run independently.
