It means the ultimate in holiness when used outside a religious context, but the most sacred tabernacle in a religious context.

Oh, please, if you are going to reply in such ungrammatical language, and incorrectly in terms of facts, do not confuse the issue by replying at all. Note that "penultimate" means "the one before last", not "the last".

Back in the times of the Israelite Tabernacle and the Israelite Temple there were different designations there was the courtyard and the area of assembly where the common people came to make offerings and to worship. There was the inner part of the 10th or the temple call the holy area we're only the priests could come. Within that holy area what is a separate compartment that only the high priest could enter this was called the holiest or holy of holies. It may be interesting to note that the priests often tied a rope to the high priests leg.

In case Yahweh found disfavor with the high priest when he went into the holy of holies and he died in there. They could then pull him out from the curtain without violating the law.

Another way of putting it is "Most sacred Holy". Access to that area was very restrictive and required special cleansing to enter.
