Should it be illegal for a country to use its military if it refuses to provide for the basic needs of its inhabitants?

    Proving the government was at fault for any individual being homeless would take a lot of money and time, which I doubt you have.

    The government is full of elected posts and the people support it, not it supporting the people. If you want programs for people struggling to make it, there are charities and government programs to use. They have nothing to do with the Department of Defense.

    Nope - the people MUST SUPPORT the government.  The government CAN NOT support the people.  The government's job is to provide for the common defense & promote the general welfare.  And NOT the other way around.

    It literally CAN'T be illegal. That would require lack of national sovereignty. That in turn would eliminate HAVING a military OR the ability to provide anything to anyone.

    Unfortunately, military is a very necessary entity. If your country has no democratic government then residents are probably SOL.
