If you tied a strip of wet rawhide around someone's head and left it to dry in the sun, would it eventually crack their skull?

This is for a short story. Rawhide dries very hard and stiff and shrinks a great deal. It used to be used to repair things and the pioneers called it "Indian Iron".

Would the rawhide be strong enough to crack and possibly split the victim's skull open if it dried around their head or would it just hurt a whole lot?
