Why do buses and cars have different types of seat belts? ?

Modern cars have 3-point belts, but modern buses still have the old lap belts. Why is this?

    Cars are more dangerous. And 3-point belts cost more than lap belts. Cars are so dangerous that they need them. Buses are safer, so lap belts are good enough.

    Buses are statistically less likely to crash, so they have seat belts that don't actually work because it's cheaper for the government.
