What does it take to get a new driver's license and permanently reside in another state?

I've planned to move from Fort Walton Beach, Florida to Marinette Wisconsin whenever I retire in the future.

    It's pretty simple.

    You move there.  That's establishing permanent residence.

    Then you go to the DMV with whatever documentation they require (usually ID and proof of address), take a test if required, and you have a new license.

    To get a driver's license in another state, you usually have to take a test. You do not need permission from anybody to live in another state if you have money.
