    owner or leasee means the person who is responsible for the animal (I assume animal given the presence of rider and handler as well). Rider would be the person who literally rides the animal. Handler is the person who takes care of the animal. Owner/leasee would be the person who is the proprietor of record for the event.

    The sentence means that everyone involved must be paid for their participation in the event, in whatever context a payment would be required (that is not given in your sentence).
