Would this be considered baiting?

What if you boiled a bunch of sugar water with some or vanilla extract or cinnamon or something like that and then you could pour it on a tree to attract animals. Would it be baiting?

    Yes it would be, especially because the deer will be eating the sugar which even by anti-gun Gary's definition is baiting.

    Your state has already published the answer to this question. The 3 answers so far are generally WRONG. In most states, baiting is placing anything that might be consumed by a game animal. Scents may be used in most states to attract (not bait) deer as long as the scent is placed in such a manner that the deer cannot consume the scented material and you remove the scent when you leave the hunting ground.
