Was participating in the Underground Railroad an act of resistance for its participants?

    Yes. "Underground" almost always means "illegal".

    it was certainly resisting the federal laws that then existed. Thoreau was the main voice of resistance, but there were plenty of others, such as Lysander Spooner.
