For the model year practice of cars done in North America, does Europe and Asia use that same principle as well?

The answer is NO. every country has its own regulations. Euro IV, for example, is not subject to the American market. VW for example, will not test the new model cars in America, but China.

In Europe, if a new or revised model come out, it's registerd by the month and year of it's actual sale even if it's a newer or older variation.

Unlike the USA we’ve never had a culture of customers expecting vehicle model changes every single year. We’re also logical: if a new model or a revised model gets released in, say, October 2019 then it’s a 2019 model.

Toyota just released its 2020 Yaris hatchback in Japan on Oct. 16, 2019. So people living in Japan right now can buy a 2020 model year Toyota. Does this answer your question.
