Hi! Is this sentence correct in English? "the only paintings in the world that have been refreshing since the Dreamtime".?

It's not a sentence. And I do wonder what you mean by 'refreshing'.

#1 - It should start with a capital letter.
#2 - It lacks a predicate (a "main verb").
Example of a complete and correct sentence:
The only paintings in the world that have been refreshing since the Dreamtime are found in the Louvre.
Note that sentence still has problems (primarily: the location of "that have been refreshing" and the meaning of that same phrase), but at least it is grammatically correct.

That's not a sentence. It's a clause, meaning it's not a complete thought.
