level 7 can not move anyone's questions.

No. Since August 29, this feature has been discontinued after users complained their questions have been moved to the wrong categories. Only the asker can move it instead.

No, they have not. The rule has not changed since they stopped it. Only the person who asked the question can move it now.

You know what would really clean this place up? Removal of the anonymous feature. It seems as though each and every spineless dolt with an Answers account can't quit using it, no matter how inane and innocuous the question is. Do you people walk around all day with a paper bag on your head? How can grown adults be so petrified of the general public? It's not only extremely bizarre, it's also incredibly sad.

No. Trolls will just keep asking this question over and over the same way Patrick/Ben does.

No, and that's not likely to happen in the future either. Far too many abused it. IF (and that's a BIG "if") that feature is ever reinstated, it will almost certainly have different criteria for having access to it (but it's unlikely it'll ever be reinstated because that would require it being monitored or having to have staff to handle reports of abuse of it).

    No and they should not.
