do all universities participate in the 2+2 transfer program?

    No, and in fact those programs are not always the best plan for the student anyway.

    Go talk to a transfer adviser with your specific situation and you can get good advice. But the bottom line is that you can transfer any time you want, regardless of when or if you ever finish an associates.

    No, they do not.  And even among those that do, there are some programs for which the 2+2 does not apply.  Some programs require a particular sequence of courses which must be started in the sophomore or even freshman year in order to complete them in time to graduate in 4 years.
