Is being verbally abused a good reason for getting bad grades if the guidance counselor can’t do anything and social services won’t ?

No. Lots of famous, accomplished people had terrible childhoods- much worse than being verbally abused. It used to be that children were beaten- by their parents, by their teachers, etc. Many used that abuse as a challenge to rise above.

How does getting bad grades help the verbal abuse? Doesn’t sound like a constructive solution/reaction to me....

Abuse in the home in any form is a big problem, and can seriously affect the victim. But you cannot use it as a "reason" - excuse - for poor performance. Actually, if you would really work hard in school, and do well, it's potentially a great antidote to the abuse you suffer. If you can sort out, tune out, the verbal abuse long enough to focus on school work, it could be very helpful for you.
Also, if you are very involved in schoolwork, school activities, etc, it gets you out of the sour home environment more. You could help reduce the amount of abuse you get, especially if it's by one parent when the other is not around.
