why is my freezer keeping food frozen but my ice trays are not freezing?

Water has to lose a lot of heat in order to freeze. If your freezer is 32F, then it will pretty much never freeze. If you have a water softener that adds sodium/potassium to reduce calcium/magnesium, then the freezing point will be lower than 32F. Your freezer should be running about 0-5F. For non-deep freezers, there should internal air circulation which accelerates heat dissipation. There is also a risk that the air connection between the freezer and refrigerator is wide open, allowing warmer air in the refrigerator to flow into the freezer. So, test your freezer temperature and ensure that there is air flow around the trays (not over-packing your freezer) to allow heat to dissipate.
