Can you help me with English please?

 There is no historical record of an Englishman ever living that was not wonderful.

I can't understand this sentence exactly. Please explain this to me clearly.

    There is nothing in the historical record to contradict the idea that every Englishman who has ever lived was wonderful.

      Henry the 8th. was not wonderful.He was a terrorist and so was queen Victoria.

    They are suggesting (incorrectly) that every Englishman has been wonderful.

    It can mean one of two things. Either all records are wonderful or that all Englishmen are wonderful. I rather incline to the latter.

    It seems like a clumsy way of saying that history does not have a bad thing to say about Englishmen, which is clearly a nonsense.
