Rice does not "expire". Basically these dates are how long the manufacturer has to guarantee them for. Dry food lasts indefinitely if it is kept dry. Canned food goes bad if it was not preserved or packed properly. My grandmother had food with expiration dates in the 90's. I threw anything old out or took it home if I thought it was safe. She wasn't hurting for money and if she hadn't used the food in 20+ years, she probably wasn't going to.

Probably, making certain to inspect for insect contamination first, as it’s possible.

It is fine, no issues - there is nothing to go bad with beans rice and some spices, maybe the spices won't be quite up to snuff......but no issues safety-wise. Bean and rice (dry) last for decades.

I would not. It means July of 2018, well over a year ago

It's a "best by" date, not an expiration.

    It's fine.
