Are London Met still allowed to knock fleeing thieves/thugs off their mopeds or have they been banned from doing this?

Yes, and that's the right decision. Anyone committing criminal acts should expect to be maimed or killed and we should feel no sympathy. If a moped rider snatches your phone and dies in a police chase we should celebrate his demise, not mourn him. Likewise, if a burglar is shot dead by the House owner we should praise his actions. Undesirables must be eradicated from the streets.

They are allowed to use reasonable force.

The Met reported last month that moped crime in London had more than halved a year after police started ramming suspects off their bikes which suggests they are still using the tactic.
