How does a principal determine if a reprimand worked or didn't work to stop teacher misbeahvior?

So everyone is telling me that when a teacher does wrong they get reprimanded. When I went to school a teacher made an enlarged picture of my butt to be funny. People have told me that obviously my teacher got reprimanded. However how is it determined that the behavior isn't going to continue then and there. It seems like a threat of further discipline is supposed to be do it. However if it's going to continue anyway why not take additional discipline right then and there.

    You have to give people a chance, so that is why they get one reprimand and a chance to try again.
